When former President Carlos Menem embraced a policy of neo-liberalism much needed foreign capital entered the country. As a result many sky scrapers were built. Menem's policies of privatization however did not bring any wealth to Argentina's lower classes. In Buenos Aires where about 12 million people live (one third of the country's population) the contradictions between the rich and the poor are striking. This is Shanty town #7. It sits in the background to downtown Buenos Aires. The occupants are squatting the land.
